Rudolph William Louis Giuliani was the 107th mayor of New York City. After his success in election in 1993, he pushed a series of "tough on crime" policies and appointed William Bratton as the police commissioner. This led to widespread cases of police brutality targeted against minority groups and immigrant communities.

This photo features participants protesting the racial injustice under Giuliani and Bratton. In the front there is the CAAAV banner. In the back the larger banner says "Since Giuliani & Bratton, 250% increase [of] police beatings of Asian Americans"
