This photo shows Chinatown vendors and supporters marching in protest of Mayor Giuliani's "Quality of Life" program. Protestors hold signs such as "[Who] Can We Trust," "Quality of Life Stinks," "Stop arresting honest, hard-working people."

Under Mayor Giuliani's "Quality of Life" program, Chinatown street vendors faced increased harassment and criminalization. Police and private investigators would arrest, assault, and harass vendors as well as confiscate their merchandise and money without warrants.
