              <text>CAAAV joined Fukien Benevolent Association of America and City Councilmember John (Chun Yah) Liu in calling on the Department of Housing Preservation and Development (HPD) to provide direct Chinese language services. This modification would allow limited English proficiency (LEP) Chinese residents to seek help from the 311 hotline when their housing has any maintenance or repair problems. Over 500 residents signed a petition in support of this demand. A Chinatown community survey that CAAAV administered found out that about 70% of tenants encountered housing maintenance or repair issues, but only 10% of them sought help from HPD. Nearly 20% of the respondents stated limited English proficiency as the barrier preventing them from filing the complaint. </text>
