This modification would allow limited English proficiency (LEP) Chinese residents to seek help from the 311 hotline when their housing has any maintenance or repair problems. Over 500 residents signed a petition in support of this demand. A Chinatown community survey that CAAAV administered found out that about 70% of tenants encountered housing maintenance or repair issues, but only 10% of them sought help from HPD. Nearly 20% of the respondents stated limited English proficiency as the barrier preventing them from filing the complaint.
